DC not working properly when 1 of 2 DC went offline

We recently installed a new w2k3 server as a domain contoller and transfer
the FSMO roles from the existing DC to the newly installed one.  With 2 DC
installed, we now have a problem with the user authentication whenever the
newly installed DC go offline.  Both DCs made to GCs.

Any advice on this issue will be greatly appreciated.

Hello Helen,

Both have to be DNS server and point the clients to it? Whats about DHCP
or do you use fixed ip's?

Yes... Both DCs are DNS server and use fixed ips.

Both are DNS servers, but do the clients have both listed as dns
servers?

Yes... both DCs are listed as DNS server.

Please post an ipconfig /all from both dc's and one client that have problems.
