Problem File share access and Failure of domain controller replication

Hello,

We have a domain Active Directory Windows Server 2003 with the service pack
1.
This domain recently was installed on two sites connected by a tunnel GRE,
one controlers domain on each site.
For the 3rd time, I have problems with file share access since the other
site and a failure of domain controller replication (DFS and Active
Directory) across WAN link (Tunnel GRE).
To resolve the problems, we have to restart the 2 DCS and the server file
share.

I recently found an article at Microsoft with the following address
http://support.microsoft.com/kb/898060 which describe a problem of "network
connectivity between clients and servers to fail"
I wanted to know if somebody already encountered this problem, and if this
hotfix solve this problem

Do you have a VPN set up between the Firewall in one Site and the Firewall
in the other Site?  So, when users are going over the WAN link they are
actually going via the VPN link?

A guess is that it could be an MTU size problem, causing weird slowness in
screens not painting or freezing in outlook and Explorer windows if the tcp
resource is on the other side of a GRE tunnel.
