Problems Changing Minimum Password Length

I'm trying to find documentation that explains exactly what happens in active
directory when a password is changed.  I'm having problems getting support
that accounts are not "locked out" if they are no longer compliant with the
minimum password length when it is updated.  There has been concern that
accounts will be locked it.  It is my understanding that those users will be
forced to create a compliant password the next time their password expires. 
If anyone could find some actual documentation or lead me in the right
direction on this one I was surely appreciate it.
