Did you create a site-link?  Also the KCC on each DC has to have some time
to generate the new connectors, if you have done this recently give it a few
hours to perculate.

Did you follow the link on configuring a new site?  15 minutes isn't enough
time, give it an hour.

Load upreplmon from the windows support tools, once running and all the dc
by right clicking on the left windows "Monitored Servers" icon and then
check the status of all links

If you don't have the tools installed load them from your install disk.

d:\i386\adminpak.msi   (Server tools for remote management of servers)
d:\support\tools\setup.exe   (Server Utilities)

I ran DCDIAG /V on the probelmatic server and all tests passed.

Still the NTDS is not showing up.

In the Event Viewr I noitced this server has lcoated another GC frm a
different site.  Iguess bcos this one cannot be a GC unless the NTDS showsup
and I manullay may it a GC.

here are the steps which took to add the new DC in the new Site.

- on the site I ran DCPROMPO it wen well no errors
- Added the subnet
- Created Site
- Add Site link
- Then went to add the server name and server then it never showed the NTDS

SYSVL folder replicated flawlessly.

Is this the recommended way or there shoudl be another sequence I should
follow.
