When I try to reset the domain administrator password I get an error
message:
"Windows cannot complete the password change for administrator because:
The specified procedure could not be found"

Any help would be appreciated.

Where are you doing this from?  What software? What versions?

I have three dc's.  The original upgraded nt 4 pdc to win2k3 (non SP1) dc
which now only holds the schema master role is the only place I can reset
the password.  Logging on to any other dc or using the adminpak from an XP
workstation will produce the error.  Thanks

Interesting.  You can only reset passwords on the PDCe.

Assuming you have tried re-installing the admin tools on another system, are
you perhaps using the NT4Emulator registry key?  Or, have you configured
stringent permissions in the AD?

I can only reset the Administrator password on the upgraded dc, which is
only the schema master.  I am able to change other passwords on the other
dc,s
Question 1 is yes
Question 2:  How would I know or find out?

Which server has that NT4Emulator set?  Not the upgraded one?  It should
only be on the PDCe as I recall. If that's the case, then you may want to
transfer the role back and see what happens.
