I have a single forest single domain Windows Server 2003 environment. I
recently had to remove a DC from the domain "ungracefully". Now when a PC
joins the domain, you have to specify the full NETBIOS domain name (i.e.
"obps.local" as opposed to "obps"). In the past I have always been able to
join the domain with just the latter. Any ideas?

Make sure you remove references to old domain controller from AD (as per
http://support.microsoft.com/?id=216498) and DNS

Have you seized the FSMO roles? Have you did a metadata cleanup of the
removed DC?
Can be a problem with the PDC role.

Just to straighten out the terminology, the name, "obps.local," is actually the FQDN domain name, not the NetBIOS name. The NetBIOS name is "OBPS" in your case.

If you now can't use the NetBIOS name, was the lost DC a WINS server? If so, is it's reference to WINS in the client machine's IP config, assuming the client obtained an IP from DHCP?

Also, as the others asked, did you perform a Metadata Cleanup to remove the old DC reference, as well as seize the roles?

As has already been suggested, it sounds like you might need to do some
metadata cleanup.  I would suggest you grab the metadata cleanup script
in my FAQ http://www.tek-tips.com/faqs.cfm?fid=4733.  This script was
written by a Microsoft employee and will simplify the cleanup process.
The script does NOT cleanup DNS, you will need to do that manually.

If you loose a DC without demoting you have to do some steps to remove it
complete from the AD database, DNS zones, AD sites and services:
