Is there anyway other than using the group policy management console to
adjust folder redirection for individual user accounts? 

The problem in this case being is that in the beginning of time, the entire
domain was configured for romaing everything; with app data, desktop data,
start menu data; and documents being redirected.  That policy was turned off
without choosing the "Restore to previous location..." and all profiles
created before the policy was turned off including the administrator continue
to park their "data" in those shared location.  The problem that we face is
that the server in which appdata for these accounts is housed, is starting to
fail, and when it does, the users cannot work.

Try re-enabling the policy, let it take affect, then change the setting to
copy it back to the original location, wait a day, then disable it.

You can create separate redirect policies for diffferent users, put it in
the same OU, and create additional groups and associate those groups to the
respective policies.

I agree with Ace, you just need to redirect it back.
In answer to your specific question the special folder locations are stored
in the registry. If you search the registry for the old location you will
find the keys. GP changes this setting in the registry, and you can change
it back if you want.
But it will be easier to use GP to set it back,

Why not just move the data on the dying server, to a new server, and update
the GPO accordingly? Roaming profiles are not a problem if you set them up
right, and folder redirection is something you really want to have in place
even if you don't use roaming profiles.
