Replication Partner Push/Pull

I just need my brain opened a little.  Windows 2003 WINS Replication Partner
Push/Pull.  I got the hub and spoke and have made sure the WINS servers point
to themselves in the WINS addressing.  On my hub I have defined the the other
4 WINS servers as default push/pull replication partners.  When reading the
text from "Implementing a NetBIOS Name Resolutin Strategy" the light has not
went on as to whether or not I need to define the "hub" as a replication
partner on all the spokes.  I have tried it both ways and actually received
less error when I defined the hub on the spoke servers.  I have yet to
receive "no errors" when replicatiing.  The error is the infamous 4102 Wins
error in the event log. For the record defining push/pull replication on both
ends seems redundant, but I am willing to admit my lack of vision at times.
Thanks for taking some time to answer what I hope is an easy question.

The hub needs to be replication partners of the spokes.
