Delegating AD user creation / password reset to Helpdesk Engineer

Hi,

I want to handover AD user creation and password reset activities to my
Helpdesk Engineer.

Can anyone help me to know how to do this?, I know that it can be done
through delegation wizard. but what type of user permissions to be given, and
how it can be done by my Helpdesk Engineer without logged-in to domain
controller (if possible) and if he has to log-in to domain controller then
how I can ensure that he is not getting anything other than user creation on
his desktop.

I would be very grateful if anybody can guide me.
