Group Policy Problems on new server

Hello, we have an Exchange server/Domain controller that is dieing, we
installed a new server following instructions in KB 822895, and 822931 and
the 'check list' for installing Exchange Serv.

we have had a few small issues here and there, but the biggest one I've come
across is people that have defined permissions defined have problems logging
in, and every time i try to go to the "Group Policy" tab on the <Domain
Name> Properties page. i get an error

"Domain controller not found for <Domain name>"
The Domain controller for Group Policy operations is not available. You may
cancel this operation for this session or retry using one of the following
domain controller choices
(1) The one with the Operations Master token for the PDC emulator
(2) The one used by the Active Directory Snap-ins
(3) Use any available domain controller

The first option i get a another error,

"Group Policy Error"
Failed to find a domain controller. There may be a policy that prevents you
from selecting another domain controller.

The network path was not found

another issues that was just brought to my attention, some users can not
access another server that's in a another domain, I can access them just
from any server, but they get an error

"<servername> is not accessible, you might not have permissions to access
the network resource......There are currently no logon servers available to
service the request"

Have you already decommissioned the old Domain Controller.

When you brought up the new domain controller (or did you) did you move the
master roles over to the new one?

i followed the steps listed, one was to move the 'master' role of the
server, another was something to do with RUS, and another was to change
operation manager, and there was a 3rd one they had me chagned.. I will see
if i can get the website back that i used (was a MS one).. I used the
following sites,

I also followed the steps that were listed in the To do list for exchange..

and this page helped me figure out the shares were not made correctly.

Im not sure where i read this at, but i went to the active dir users and
computers and right clicked on the domain, and went to "operations Masters"
and changed all of them to reflect the new server. so as far as i know i
did.

while looking in to a new problem that just came up (exchange doesn't work
anymore) i found that by running the tool "adsiedit.msc" found on the MS
Support tools, it lists the old server on all 3 settings..
is it common for problems like this to take time to happen, or is there
something else wrong that i'm missing?

I have not demoted the dieing server, i have disabled dns, dhcp, and
exchange on the dieing server.. is that part of my problem?
